INTRO: A NATO TEAM IS EXPECTED TO ARRIVE AT THE UNITED NATIONS IN NEW YORK THIS WEEK (THURS OR FRI) TO SEEK UN APPROVAL FOR A RADICAL CHANGE IN MILITARY TACTICS IN BOSNIA-HERZEGOVINA. NATO WANTS, AMONG OTHER THINGS, THE AUTHORITY TO STRIKE MULTIPLE TARGETS. VOA'S CORRESPONDENT ELAINE JOHANSON REPORTS.

TEXT: UN OFFICIALS ARE PLAYING DOWN A REPORTED RIFT BETWEEN NATO AND THE UNITED NATIONS OVER A MORE ROBUST USE OF AIR STRIKES IN BOSNIA. THE OFFICIALS, WHO ASKED NOT TO BE IDENTIFIED, SAY THE TWO ORGANIZATIONS HAVE A VERY GOOD RELATIONSHIP AND THEY ANTICIPATE A SMOOTHING OUT OF DIFFERENCES WHEN THE NATO TEAM VISITS LATER THIS WEEK.

HOWEVER, NATO'S URGE TO PLAY A BIGGER ROLE IN BOSNIA HAS THE UN WORRIED. THE WESTERN ALLIANCE IS SEEKING PERMISSION TO STRIKE A MINIMUM OF FOUR TARGETS AT THE SAME TIME -- WITHOUT ADVANCE WARNING. UN OFFICIALS SAY THEY MIGHT BE ABLE TO ACCEPT AN INCREASE IN TARGETS BUT CANNOT DISPENSE WITH THE REQUIREMENT OF ALERTING WARRING PARTIES TO AN IMMINENT ATTACK.

THE PROBLEM, AS UN OFFICIALS SEE IT, IS THAT SURPRISE IS AN APPROPRIATE ELEMENT FOR WAR -- BUT NOT FOR PEACEKEEPING -- AND NATO WOULD PROBABLY END UP KILLING INNOCENT CIVILIANS. THE UN ALSO WORRIES ABOUT REPRISALS AGAINST UN TROOPS ON THE GROUND.

THE UNITED NATIONS INSISTS THAT ITS ROLE IN THE BALKANS MUST NOT IMPLY COMBAT, WHICH WOULD MEAN SHEDDING ITS MANTLE OF NEUTRALITY. THE BOSNIAN SERBS HAVE ALREADY THREATENED TO EXPEL UN PEACEKEEPERS IF NATO BECOMES MORE AGGRESSIVE.

NATO, FOR ITS PART, HAS LONG BEEN FRUSTRATED WITH THE LIMITS IMPOSED BY THE UN, WHICH HAS ORDERED THAT AIR STRIKES BE DETERMINED BY THE DEGREE OF PROVOCATION. THE WESTERN ALLIANCE WAS EMBARRASSED LAST MONTH WHEN NATO PLANES TOOK OUT AN EMPTY TANK IN SARAJEVO -- AFTER BOSNIAN SERB FORCES WERE GIVEN AMPLE WARNING. NATO OFFICIALS HAVE SENT A LETTER TO UN SECRETARY-GENERAL BOUTROS BOUTROS-GHALI COMPLAINING OF THE FUTILITY OF SUCH MEASURED RESPONSES.

THE UN IS PLANNING TO COUNTER NATO PROPOSALS WITH SOME OF ITS OWN DURING THE COMING TALKS. NO DETAILS ARE AVAILABLE. BUT UN OFFICIALS CLEARLY INTEND TO MAKE THE POINT THAT NATO IS SUPPLYING THE UN WITH A LIMITED SERVICE IN BOSNIA IN AID OF PEACEKEEPING, NOT RUNNING ITS OWN WAR.
